IS Supergirl more powerful/or stronger than Superman?
No, the very idea goes counter to the standards of the universe.
Although there was a time in DC Comics that Supergirl appeared stronger than Superman, it is only on the CW TV shows, where this false idea rules.
Men are naturally stronger than women. That's a fact when you look at any world records, regarding strength, power or speed.
Kryptonians would be no different.
Also, Superman has spent much more time on Earth, absorbing more yellow sun radiation than Supergirl.
The CW show, "Supergirl" simply goes out of its way to demean Superman and make him less powerful.
This was very evident in the network's December of 2018 crossover event. Superman was all but worthless in that series. All he did was serve as a punching bag and he added nothing to the plot.
(And, my prediction is that if any hero dies in the sequel to that CW crossover in December of 2019, "Crisis on Infinite Earths," it will Superman, not Supergirl who perishes.... as it was Supergirl who died in the original comic book series of "Infinite Earths.")

"Superman Unchained" -- Great action and animation
The latest Man of Steel animated video, "Superman Unchained" rates an A- grade ... four stars!!!
It was nearly perfect ...
Plenty of action, as well as dialogue, the new voices for Superman, Lois Lane, Supergirl and Brainiac were excellent.
Without giving away much, the story does differ quite a bit from the past comic book story it is based on, but that just makes it fresher.
For the $7.99 I paid (on an Amazon pre-order months ago) that was less than half the Wal-Mart in-store price, counting tax.
I received the video just two days after its official release date too.
For 75 minutes, this animated production was simply excellent -- and now hopefully the "Man of Steel" live action movie will measure up that well next month.
DC does seem to know how to make BETTER animated movies than Marvel, so will they ever learn how to make better live action movies? One can only hope.
NOTE: If you watch "Superman Unchained," you also need to keep watching for a minute AFTER the credits begin. DC has learned from Marvel in this regard.

Super-Supergirl?
In the new Supergirl No. 2 comic, Supergirl seems to be shown as being stronger than Superman.
No explanation was given for that.
This scenario has been tried before, the last time Supergirl rebooted. Even then, no real explanation was given.
I just don't care for a slim Supergirl being stronger than a much heavier, taller and muscular Superman, so DC had better make this only a temporary situation.
IT's OK for the new Supergirl to have an attitude, but not greater powers.
UPDATE: Even at Comic Con 2012, there were references to Supergirl's superior super abilities..
